    Fema was dead in the water anyways, no one trusts them after Katrina. It should be shut down, and responsibilities be moved elsewhere.

      Why start with FEMA? The problem doesn’t seem to stem from them, but Bush. He didn’t sign a bill to send aid until 3 days after landfall, probably because of partisan politics (governor of Louisiana was Democrat).

      That’s always going to be an issue with any federal program. What we should have IMO is a much smaller federal military, larger National Guard, and legal obligations for each state to aid the others with their national guard when one declares an emergency.

      So yes, move it elsewhere, but not under the President’s purview.

      Where? Is there already a plan for replacing fema or are we just killing it off with nothing to replace it at all and everyone is just out of luck during the next emergency? Is this what he meant by “we have concepts of a plan”?

        The various National and state guard usually come in to help in natural disasters. They could take over femas role.
